City Still Negotiating With Property Owners Over Highway 7 Land

Space is needed to construct a new bridge over Louisiana Avenue.

The city of St. Louis Park is still negotiating with seven property owners over land needed to build a new Highway 7 bridge over Louisiana Avenue. Included in negotiations is what to do with two billboards at the intersection. The city has proposed that the signs be relocated within the area, and staff will be meeting with Clear Channel Communications—which owns the billboards—on Thursday. Impacts to other properties vary. The city is requesting a small strip of land off of Louisiana on Sam's Club property because the sidewalk will have to move as the road widens. At 7201 Lake St., which houses Cardinal Glass and Odds and Ends Furniture, two out of four entrances to the building will have to be closed. Additionally, the Oak Hill Office …

City Prepared to Take Land for Highway 7 Project

City Council has authorized eminent domain if needed.

The city of St. Louis Park is prepared to take land if needed to build a new Highway 7 bridge over Louisiana Avenue. On Monday, the City Council authorized eminent domain, though the city will first try to negotiate with various property owners over the next four months. In all, there are seven privately owned properties that will be impacted. Two of the seven parcels contain billboards that will have to be removed or relocated. They are owned by Outdoor Advertising and Clear Channel Communications. Impacts to other properties vary. Highway 7 Bridge Looking Like Reality

St. Louis Park City Council members voiced their support of the plan on Monday.

St. Louis Park City Council appears to be "all-in" on a plan to take Highway 7 over Louisiana Avenue via a brand new bridge. At a Monday study session, several council members voiced support of the plan. And last month, the city got some good news in the form of a $3 million grant from the state's Transportation Economic Development program. With the grant, roughly $21 million of the project's estimated $25 million price tag has been committed by various entities, including the city, MnDOT and the federal government. Councilwoman Anne Mavity said that barring an unforeseen setback, she sees no reason not to build the bridge. “I feel like I’m all in on this," she said. “We’ve gone this far. Highway 7 has grown into its name: Highway. It is a major thoroughfare traveling 50 miles per hour, entirely unsafe for pedestrians and bikers. I would love to see Lisa's concept happen, but with 7 going under Louisiana to reduce noise. Eliminating the light is a necessity.   more ›

Council Looking at Highway 7 Bridge Over Louisiana

Currently, the highway and the street intersect at-grade.

The St. Louis Park City Council is exploring a plan that would take Highway 7 over Louisiana Avenue via a to-be-constructed bridge. The council has had several work session meetings on the topic, and members have generally been supportive. However, project funding has not been fully resolved. The work will cost an estimated $25 million, and roughly $19 million has been committed by various entities, including the city, MnDOT and the federal government. The city is seeking a $3 million state grant to help close the gap. The remaining funding will then likely come from the city. With the grant, St. Louis Park is looking at footing the bill for about $11 million of the $25 million project, or about 44 percent. In 2010, the council completed a…
