Privatizing Government: Does It Work?

You are invited to attend a panel discussion to discuss the privatization of government services in preparation for the LWV US study consensus.



Our panelists:


Kevin Frazell has served as Director of Member Services at the League of Minnesota Cities since 1997. He has supervised the Training and Conferences, Policy Research, and Field Services divisions. He is also Secretariat officer for the Minnesota City/County Management Association and works with the Minnesota Mayor’s Association.

Prior to joining the League Kevin had a 20-year career in city management, serving as City Administrator for Cottage Grove and Mendota Heights, as well as Assistant to the City Manager in Coon Rapids.

Dennis Feller has served as Finance Director for the City of Lakeville for more than three decades. In this role he has been an active participant and promoter of maximizing government efficiencies through government and private sector partnerships. Some of the notable partnerships include the Dakota Communications Center, Lakeville Arenas and ALF Ambulance. He also brings to the discussion experience as it relates to contracting government services to the private sector.

Does privatization result in lower cost and/or more efficient delivery of government service? The answer is – "it depends…" Evaluation of whether a service is best provided by government, the private sector or combination thereof is dependent on a number of factors. The session will focus on the broad spectrum of the different types of privatization and the potential public policy issues. City of Lakeville Dennis Feller will provide a case study involving an analysis of ALF Ambulance delivery of services as it relates to the privatization debate to illustrate the salient factors in the decision making process.
